“What Are You Looking At Security Camera” is one of the iconic street artist Banksy’s most memorable early pieces, and went a long way in consolidating his reputation as an artist of merit and value. Having appeared outside London’s Marble Arch Station in 2004, it contains only five short words, in a confrontational tone, yet paints a picture of a nation under surveillance. On the opposite corner of the wall is a closed circuit television camera (CCTV), one of the countless thousands that can be found in the English capital. In the early years of the twenty-first century concerns were being voiced at the sheer number of CCTV cameras that could be found in Britain’s streets. It has since been confirmed that the British people are the most watched on earth, having to endure the presence of more CCTV cameras per capita than any other nation. In 2004, the ubiquity of surveillance cameras was a shocking indictment of an ever-more ominous political state. Banksy, as ever, was able to encapsulate the public mood with a piece of site-specific art that became firmly lodged in the national zeitgeist. Unfortunately, the mural has since been painted over and the camera removed, but the artist’s statement and warning took on a more haunting dimension in 2013 with the global surveillance disclosures of Edward Snowden. This immense leak of secret information confirms our worst fears tenfold; they have always been watching. Now, Banksy’s indignant response ‘What are you looking at?’ just doesn’t seem enough.
